Recognizing it as the only way to fully engage and address the needs of its 23 program partners, the ACCSP was established by its founding members as a committee-based organization. Committees, composed primarily of representatives from the partners, provide the framework for the collaborative processes that create and manage the standards as well as govern the Program. Technical committees create and manage the program standards with guidance from the Operations and Advisory Committees. The Coordinating Council provides general oversight to the Program and sets overall policies.
The ACCSP is a cooperative state-federal program that designs, implements, and conducts marine fisheries statistics data collection programs and integrates those data into a single data management system that will meet the needs of fishery managers, scientists, and fishermen
